The pluri-dimensional nature of exclusion requires an integrated vision. Also action cannot target just one cause, process or manifestation. Integration should be seen as the adoption of a comprehensive view of the multidimensional nature of exclusion and as the capacity to interconnect the activities deployed against it strategically at the local level. Integration requires that the relations between the causes and processes and their cumulative effect on people, groups, communities and territories be analysed. Account must be taken of territorial and institutional hierarchies and interdependencies, the economic, political, social and cultural connections between the global and the local spheres.
