This document assists users in designing a strategy to combat exclusion. It highlights the crucial role of a strategic approach in local action and clarifies its meaning in comparison with other notions. Given the multiplicity and heterogeneity of possible strategies, this document offers a typology of strategies based on their pursued objectives and results, classifying them in three groups: reproductive, palliative and emancipatory strategies. This document also presents key factors to design a strategy bearing in mind that there is no one single best solution.
